To design, procure, implement, and maintain reliable engineering, water, electrical, and infrastructure systems while promoting technical excellence, safety, environmental responsibility, and long-term sustainability.

The mission commits PAPAN to carrying responsibility across the project cycle—from assessment and planning through procurement, implementation, testing, maintenance and technical support.
