PAPAN and WE Consult Complete a Water-Resources Partnership Framework

PAPAN and WE Consult completed a signed memorandum of understanding and governance framework for future water-resources planning and consultancy assignments in South Sudan.

Why the partnership was developed

Water-resources planning assignments often combine technical analysis with institutional coordination, stakeholder engagement and extensive field activity. The partnership was developed to connect WE Consult’s water-resources consultancy capability with PAPAN’s understanding of South Sudan’s institutions, operating environment and field coordination requirements.

What was completed

The completed partnership-development work includes a signed memorandum of understanding, role definition, governance arrangements and a framework for future collaboration. These documents establish how the parties can organise responsibilities before any assignment-specific mobilisation begins.

How the governance framework helps

A clear governance arrangement reduces uncertainty about communication, approvals, technical direction and local coordination. It also provides a basis for deciding which activities are performed jointly and which are assigned to one party according to capability and location.

Potential areas of future cooperation

Future assignment-specific work may include institutional liaison, stakeholder engagement, surveys, workshops, field logistics, data collection and support to water-resources planning. Each activity would still require an agreed scope, programme and commercial arrangement.

Current status

The partnership framework is complete. No survey, workshop or National Water Resources Master Plan activity is presented as completed under this announcement. Those activities would depend on a separate assignment.
