PAPAN Completes Its South Sudan Contribution to the Seven-Towns EOI

PAPAN completed its defined South Sudan sub-consultancy inputs to the HYDROPHIL-led expression of interest for updating water-supply and sanitation feasibility studies in seven towns.

The consultancy opportunity

The expression of interest concerned the proposed update of water-supply and sanitation feasibility studies in seven towns under the World Bank-financed Regional Climate Resilience Program. The submission required both technical capability and a realistic understanding of the institutions, stakeholders and operating conditions that would shape work in South Sudan.

How the consortium was structured

HYDROPHIL led the submission. WE Consult and La Femme Engineering Services participated as consortium partners, while PAPAN contributed as the South Sudan subconsultant. This placed PAPAN in a defined local role rather than presenting the company as the lead consultant for the wider assignment.

What PAPAN completed

PAPAN prepared and supplied company and capability information, local operating context, role definition, stakeholder-planning inputs and other South Sudan information required for the EOI. The contribution also supported coordination around field access, institutional engagement and the practical requirements that an international team would need to consider.

Why local context strengthens a technical submission

Feasibility work depends on more than engineering methodology. Teams need to understand the relevant ministries and utilities, local decision-making, stakeholder access, data availability, field logistics and the realities of travel between locations. A local subconsultant helps the consortium plan these requirements more accurately before mobilisation.
